HMDA puts logistics park plans on hold

Hyderabad: The HMDA has put its plan to set up more logistics parks in cold storage. After inaugurating a logistics park in Batasingaram and Mangalpally, the HMDA announced in 2019 that it would build 10 logistics parts along the Outer Ring Road (ORR).

This proposal has remained on paper ever since.

Batasingaram and Mangalpally Logistics Parks have been constructed in public-private partnership (PPP) mode to provide facilities related to cargo logistics, considering the location and strategic advantages of Hyderabad. The parks were to provide efficient logistics management and serve as regional hubs and an integrated one-stop-shop for freight operators, third-party logistics providers (3PLs), cargo handling companies, truck drivers, warehousing and parking.

Minister KT Rama Rao, during the inauguration of a logistics park in Mangalapalli in 2019, said that it could provide parking for 250 trucks, warehouses, car service centers, gas stations, warehouses refrigerators, a primary health center, dormitories and restaurants. He said it would provide direct jobs for 800 to 1,000 people and indirect jobs for another 2,000. “This is the first of 10 logistics parks planned around ORR,” he said.

Following this, HMDA officials said that in line with the Comprehensive Transport Study (CTS), HMDA has proposed to build Logistics Parks and Intercity Bus Terminals (ICBT) under PPP mode in Miyapur, Pedda Amberpet, Shamshabad, Shamirpet, Patancheru and Manoharabad.

An official said HMDA had invited a Request for Proposal (RFP) for the appointment of a Transaction Advisor to conceptualize and prepare project requirements.

Deloitte Touche Tohmatsu India LLP has been selected as transaction advisor. The request for proposals for the selection of promoters was to be prepared within four months. The project has not moved an inch since. Asked about the progress of the project, a senior HMDA official said he was not supposed to speak to reporters, as per written instructions from higher authorities. The manager said he could not disclose the status of the project or comment on it.
